The Sparklight Support Services management team brings extensive industry knowledge, research experience, and professional administrative skills. With over 30 years of combined experience, our team includes licensed registered nurses and other professionals dedicated to delivering top-quality care and support. Together, we are committed to fostering an environment that promotes the well-being, independence, and dignity of every individual we serve, ensuring that they receive the highest standard of personalized care.

By working closely with families and caregivers, we create a supportive, compassionate, and empowering atmosphere where individuals can thrive. Franstine Wallace- Bannes

Franstine Wallace-Barnes

Chief Operations Officer

Franstine Wallace-Barnes, Chief Operations Officer, brings over 20 years of executive leadership experience to Sparklight Support Services (SSS). With expertise in finance, operations, and the development of Community Support Living Arrangements, Franstine has spent her career creating impactful programs for individuals with intellectual and developmental disabilities using the Circles of Support system. She has developed sustainable staffing models that benefit both employees and those supported, earning her a track record of low staff turnover and consecutive CARF Exemplary Statuses. A strong advocate for the Circles of Support approach, Franstine is dedicated to ensuring that each person at SSS is the driver of their own destiny. Franstine holds a Bachelor of Science in Psychology from Morgan State University and is actively involved in numerous professional committees.

Veronica Lawrence

Chief Executive Officer

Veronica Lawrence, Chief Executive Officer, is a dedicated leader with over 25 years of experience managing personal support and supported living services. Known for her collaborative approach and creative problem-solving, she has successfully led cross-functional teams to implement strategic plans that drive organizational excellence. ​ A highly adaptable and impartial Program Manager, Veronica is committed to continuous learning and applying industry best practices to achieve goals. Under her leadership, her team earned CARF moral status for two consecutive review periods, and she received the Community Leadership Award from ODCF in 2013. ​ Veronica enjoys spending time with family, gardening, traveling, and attending social events. She also loves exploring new recipes, solving puzzles, reading inspirational books, and playing tennis with her daughter. ​ She holds a BA in Mass Communication from the University of the District of Columbia and certification as a Work Incentive Practitioner from Cornell University.
