Franstine Wallace-Barnes, Chief Operations Officer

Franstine Wallace-Barnes, Chief Operations Officer, brings to Sparklight Support Services (SSS) 20+ years of executive leadership with a wealth of experience in finance, operations, development, and growth of Community Support Living Arrangements. While learning under the country’s leading experts, Franstine has spent her career leading programs that benefit people with intellectual and developmental disabilities to create productive lives using the Circles of Support system. 

She’s established sustainable staffing models beneficial to both her employees and the people she has supported. With a proven record of staff satisfaction and development, Franstine maintained one of the lowest staff turnover ratios in the country. This, accompanied by other accolades, earned consecutive CARF Exemplary Statuses.  As a champion for the Circles of Support system Franstine is driven to uphold the SSS mission that each person receiving support is the driver of their destiny.      

Ms. Barnes received her Bachelor of Science in Psychology from Morgan State University.  She has held memberships and continues to actively participate on many professional committees.
